Roxana provides counsel for healthcare providers, professionals, and facilities on a wide array of regulatory and compliance matters. Leveraging her experience as counsel and an executive of a state health planning agency, Roxana advises clients on strategic health planning, health policy, and healthcare regulatory compliance. Roxana represents existing and prospective healthcare facilities and services in administrative proceedings involving healthcare regulatory programs. Roxana also represents a hospital association in matters affecting members, including proposed legislation, proposed rules, and health policy matters.
During her time as the Legal Services Director and Interim Executive Director of the Georgia Department of Community Health, Division of Health Planning, Roxana administered all aspects of the Georgia Certificate of Need (CON) program. Roxana’s roles included drafting proposed rules, evaluating proposed legislation, and providing input on health policy decisions. Roxana was involved in conducting investigations, directing regulatory reviews, and review of draft CON decisions and exemption determinations. She also conducted research and provided analysis and recommendations regarding litigation affecting the CON program, often in coordination with the Attorney General’s Office.
Before working for the Department, Roxana worked with a healthcare boutique firm where she advised short-stay and long-term acute care and specialty hospitals, assisted living facilities, large physician practices, imaging centers, radiation therapy centers, personal care homes, and home health agencies on a variety of healthcare matters, including compliance, fraud and abuse, Stark and Anti-Kickback, privacy (HIPAA, HITECH, and state law), physician contracting, physician employment, joint ventures, licensure, Certificates of Need, accreditation, credentialing, and peer review. Additionally, Roxana represented healthcare entities and professionals in disputes concerning physician and shareholder agreements.
